Process honesty: this is a desk artefact, single-seat, no independent adversary has run on it. It is the desk half of the second-cell ladder's rung-0 output; the off-desk list at the end is the other half and is load-bearing. Every claim is tagged: [verified] = fetched live 2026-07-04 with source named; [corpus] = carried from the prior treatments' evidence; [desk] = inference or reading, unchecked in the world.
The sharpest objection, on the face
This dossier's own first finding is that the corpus was wrong about this valley — which is an argument against this dossier. The second-cell fleet, run yesterday, graded Nantlle "civic rail, no energy — rung 0 of energy." Today's desk check found a community energy company mid-installation of a 311kW solar-and-battery scheme, funded £384,000 by the very grant programme the treatment discussed. If the corpus's biggest fact about the valley was stale within a day of publication, the presumption must be that this dossier is stale about something too, and the off-desk list is not an appendix — it is the dossier's claim to be trusted at all. A second edge on the same blade: the finding weakens the dossier's premise. The window targets "underserved areas or where there has historically been low take-up" [verified — Local Power Plan, gov.uk], and a valley whose energy company just landed £384k of Welsh capital grant is spending its underserved status as this is written. The ask below leans on completion, not entry, for exactly that reason.
The valley as found
The correction first, because it re-rungs everything. Ynni Lleu CBC — a community interest company limited by guarantee, incorporated 2 April 2019, registered at Yr Orsaf / Siop Griffiths, Water Street, Penygroes, status active [verified — Companies House 11920947] — was re-established in autumn 2025 with ten new members including seven new directors "to take over and lead the group" [verified — GwyrddNi, posted 15/10/2025], and is installing 311kW of solar plus a 307kWh battery on the roof of the old paper factory at the Penygroes industrial estate: expected output 311,000 kWh/yr, over 60% of the on-site tenants' annual electricity (tenants: Adra, Tŷ Gwyrddfai, Travis Perkins, Pero), estimated income ~£25,000/yr for community reinvestment. Funded by Ynni Cymru (£384,000, 2024–25 round) with support from DEG and Cyd Ynni [verified — GwyrddNi; gov.wales grants-awarded list]. Note the address: the valley's energy vehicle and its civic vehicle are the same building. Correction owed to NOTES-second-cell.md, logged for the register: the fleet's "Nantlle: civic rail, no energy" was a fourth fleet error at the second seat's standard — the valley is a live rung-4 instance, not a rung-0 blank.
The civic rail, as the corpus had it, confirmed and extended:
- Yr Orsaf / Siop Griffiths Cyf — a Community Benefit Society in Penygroes; the 1828 building bought with £53k community money in 2016; £900k raised since to renovate three buildings — café, accommodation, digital centre, repair café/make space [verified — yrorsaf.cymru].
- Community transport — three EVs (minibus, 7-seater, 4-seater) with a paid Community Transport Officer, coordinated through the Dyffryn Nantlle Community Transport Partnership, Welsh Government and EU funded [verified — yrorsaf.cymru project pages]. The second-commodity treatment's pre-adaptation, standing.
- Antur Nantlle Cyf — the valley's development trust since 1991: business units, workshops, offices and shops across the valley; the former Barclays reopened 2018 as shop, deli and economic hub [verified — anturnantlle.com]. A second civic estate the corpus never mentioned — and a roof census candidate list in itself.
- GwyrddNi — the climate-assembly programme (DEG-delivered, Lottery-funded) with Yr Orsaf as the Dyffryn Nantlle delivery partner; the community's action plan prioritised community energy, and the clean-energy mapping study is still "planned," not underway [verified — gwyrddni.cymru]. The rung-0 valley dossier, in other words, has not been produced; this document is its desk sketch, not its substitute.
- Tŷ Gwyrddfai — Adra's decarbonisation hub on the same Penygroes estate; Cyd Ynni is in live discussion to add 250–500kW of solar on its roof [verified — Community Energy England, Sept 2024].
- Upstream, the observed rung 5: £20,000 of existing hydro-scheme profits allocated to advance a 100kW hydro on the Cwm Du river near Rhyd Ddu (with a 35kW sibling in Blaenau) — preparatory archaeology and ecology work [verified — Community Energy England, Sept 2024]. Rhyd Ddu sits at the valley's head [desk — geography read from a map, catchment not confirmed]. Surplus seeding, the ladder's thinnest-evidenced rung, has a second live instance — and this one is off the Aber club's substrate, unlike Llanfairfechan.
- What is still absent: an Energy Local club. No club covers Penygroes, Talysarn or the Nantlle valley — checked against the full clubs list [verified — energylocal.org.uk/clubs]. The nearest are Gwyrfai (Bro Gwyrfai and Caeathro) over the ridge and Pendraw'r Byd on Llŷn.
- The void, pre-demoted: Dorothea — the flooded pit at Talysarn, privately held (Penygroes Holdings the last-reported owner), with development schemes announced and stalled serially since 1993 [verified — North Wales Live archive; no post-2020 activity found]. Enclosed-and-stalled, Glyn Rhonwy's shape at smaller scale. Per the house pattern, it bears nothing in this dossier.

The ask, when the window opens
The window: up to £1bn through the GB Energy Local Power Plan — development grants (feasibility/early-stage), construction loans, partnership grants for community + local-government projects, and stake-buying support; grant schemes slated from spring 2026, the full GBE Capital Toolkit in autumn 2026; targeting "increasingly focused on underserved areas or those who are new to the sector" [verified — gov.uk Local Power Plan]. One route is open today: the Expression of Interest form on gbe.gov.uk — optional, non-committing, running through the first half of 2026 [verified — gbe.gov.uk/express-interest]. And one caveat the dossier must print rather than smooth: the existing GB Energy Community Fund is England-only, delivered through regional Net Zero Hubs [verified — Community Energy England] — the Welsh delivery route for the £1bn is not yet built, and it will be built during the Welsh merger. The GB-level window is the one live window not exposed to the counterparty rebuild; its Welsh front door, however, is.
- Now, costing nothing: Ynni Lleu and Yr Orsaf each file a GBE EOI. This is the doctrine ("have the dossier ready the day it opens") in its cheapest executable form.
- The development-grant ask, drafted: fund the valley dossier's off-desk half — the roof census across the two civic estates (Yr Orsaf's three buildings, Antur Nantlle's units, the chapels, Tŷ Gwyrddfai), the club-offer pricing around Ynni Lleu's export, and Cwm Du's remaining pre-consent work. Small money, all of it evidence-shaped, none of it construction risk.
- The partnership-grant fit: the Tŷ Gwyrddfai 250–500kW discussion is already a community + housing-association + (plausibly) Cyngor Gwynedd configuration — the Local Power Plan's partnership category describes it almost verbatim. Converting that discussion into a signed application is also the merger doctrine (programmes into contracts before the churn) followed in the world.
- Honesty in the application itself: Nantlle's claim on the underserved clause is "new to the sector," not "empty map" — one grant-funded CIC does not make a served valley, but the application should argue take-up history, not absence, because absence is now false.
The off-desk list — what must be gathered on the ground
In priority order; items 1–3 gate the ask, the rest thicken it.
- Ynni Lleu's board, three questions: commissioning date; the export arrangement (is there a metered export MPAN at all, or is the scheme wholly behind-the-meter?); and has anyone priced an Energy Local club to them — if declined, record the reason verbatim (this is the treatment's condition-1 discipline applied to a second board).
- The exportable-surplus number. >60% self-consumption leaves at most ~120 MWh/yr for a match pool [desk arithmetic] — enough for a small club or not enough for any; nobody knows until the half-hourly profile exists.
- The mapping study's real status and ToR — from Siôn at Yr Orsaf (the GwyrddNi facilitator). If the ToR is not yet written, put the rung-7 commons-share clause in it now.
- Cwm Du: are the archaeology/ecology reports done; who owns the land; what did the £20k buy.
- Cyd Ynni membership: is Ynni Lleu a member; does the consortium's surplus pool carry a Nantlle line.
- Grid: SP Manweb headroom at the Penygroes primary; ANM/curtailment terms already accepted for the battery scheme; what a 100kW hydro addition would face.
- Dorothea's current owner and planning status — the last verified activity is old; the pre-demotion should rest on a current fact.
- Household tier: EPC clusters and fuel-poverty mapping for Penygroes/Talysarn/Llanllyfni, so the conceded-cohort line is priced, not gestured at.
