The Corris dossier — membership, not founding

Published live (2026-07-04). The second of the two valley dossiers the second-cell treatment's verdict called for — and the one the verdict ordered re-argued at the right tier first: the independent adversary caught the fleet placing the Machynlleth club "five miles south" of a village its own coverage line includes ("Machynlleth, Pennal, Corris, Eglwysfach & surrounds"). So this is not the dossier of an honest empty. It is the dossier of a village already inside a club's catchment, in a valley that has held its own regional organ for longer than Gwynedd has — and its job is to say what membership-not-founding looks like, and to stop the £1bn window's "underserved" clause from misfiring here. The sharpest objection, on the face

"Corris is covered" is a coverage line on a website, and this dossier is built on it — the same class of evidence the fleet got burned by yesterday. The adversary's correction rests on the club's published coverage area, not on a membership roll: the desk cannot see whether a single Corris household actually belongs to the club. Coverage and take-up are different facts — the whole £1bn targeting clause exists because they differ — and if the roll shows zero or near-zero Corris members, then at the tier that matters Corris is functionally unserved after all, the correction inverts back, and this dossier's central move ("join, don't found") changes from a completed argument into an unexplained refusal — a village-scale sibling of the Llanberis nine-year question. Off-desk item 1 is therefore not colour; it decides which dossier this is.

The valley as found

Corris (population ~600 [corpus, desk-derived then; unrevisited]) is a slate village in the Dulas valley, administratively in Gwynedd, functionally in the Dyfi. What the desk finds is not an empty map but a complete Dyfi organ stack, older than Gwynedd's:

• The club, live and recruiting. Energy Local Machynlleth covers "Machynlleth, Pennal, Corris, Eglwysfach & surrounds"; generator Esgairweddan, a 60kW farm hydro in Pennal; members pay 8.5–15.5p/kWh for matched local power with 100Green topping up; free smart meter on joining; claimed savings 10–30%; the club page is actively soliciting households — "no obligation" register-interest, contact Andy Rowland [verified — energylocal.org.uk/machynlleth + key-info]. Not closed, not waitlisted: the door is open.
• The organ. Ecodyfi — locally-controlled regeneration body, est. 1998 out of a CAT / Dulas Ltd / Powys partnership, mission "sustainable community regeneration in the Dyfi valley" — is the body that established the club [verified — ecodyfi.wales]. Founded 1998: the Dyfi's continuity organ predates DEG by nearly two decades. For the treatment's condition 4 (count the catchment), this is a second in-Wales observation of the organ shape, independently precipitated.
• The asset-owning mutual. Bro Dyfi Community Renewables — a registered community benefit society (FCA 29283R) holding two wind turbines (75kW Vestas, 2003, above CAT; 500kW Nordtank, 2008, Mynydd Glandulas) plus a 300kW solar array (2023) — ~875kW total. Its Community Energy Fund's eligible area names Corris first: "the Community Council areas of Corris, Glantwymyn, Machynlleth and Cadfarch" — £1,000 grants to 11 local organisations in 2025. • The neighbour. CAT sits at Pantperthog, between Corris and Machynlleth, and took £224,230 from the Ynni Cymru 2024–25 round [verified — gov.wales grants list].
• Corris's own civic fabric — thinner, real: the Corris Institute (the renovated village centre — meetings, computer room, classes, dinners); Canolfan Corris Cyf (the 1872 old school, a company since 1992, hostel and education use); the community council; the Craft Centre and the tourism-leased caverns up the valley [verified/desk — directory-grade sources; no site visits].
• The void, pre-demoted differently. Braich Goch and the Corris workings are enclosed-and-working — leased to tourism operators (King Arthur's Labyrinth, mine tours) — not enclosed-and-stalled like Dorothea or Glyn Rhonwy [desk]. Either way the house pattern holds: the voids bear nothing here. Their one live relevance is rung 7: any regional slate-void characterisation must include Corris's workings, and Corris should be a beneficiary of that commons, never its solo commissioner.

What membership-not-founding looks like

The founding acts are all in the past tense, done by others: the club is founded (Ecodyfi), the mutual is founded (BDCR, 2003), the organ is founded (1998), the benefit fund already names Corris. So the ladder here reads as a consumption schedule, not a construction project — and every line on it is cheaper than the cheapest founding act:

1. A household joins the club. A register-interest form, a supplier switch to 100Green, a free smart meter. No constitution, no share offer, no board, no meeting. This is the second-cell ladder's rung 2 with the founding stripped out — and unlike Llanberis's version it is observed open today.
2. A household becomes an owner. BDCR's planned share offer is the priced path from member to part-owner of the valley's generation — joining an existing society's raise, not running one.
3. A civic body consumes services. The Institute or Canolfan Corris applies to the BDCR fund (the rail already reaches them: 11 grants went out in 2025) and, if a roof case exists, hosts a free-roof-anchor install owned by BDCR or the club's generator pool — one decision-maker, zero capex, the Egni shape.
4. The village never founds anything. If off-desk work surfaces a Corris-side generation case (Institute roof, school roof, a Dulas micro-hydro), its natural owner is BDCR or Ecodyfi — vehicles with boards, accountants and FCA registrations already paid for. A new "Ynni Corris" would be a founding act the bridge test forbids when a standing mutual next door can hold the asset.

What Corris genuinely lacks is not access but local generation feeding the match pool: one 60kW hydro is a small pool, and a Corris membership drive without new generation dilutes everyone's match percentage [desk — the club's member/generation ratio is off-desk item 2].

The corrected ladder, applied

The ask, when the window opens — mostly a refusal

The window: the same up-to-£1bn Local Power Plan machinery as the Nantlle dossier (development grants, partnership grants, loans, stake-buying; Capital Toolkit autumn 2026; EOI open now [verified — gov.uk; gbe.gov.uk]), with the same printed caveat: the existing GBE Community Fund runs England-only through Net Zero Hubs, and the Welsh delivery route will be built during the Welsh merger.

1. The dossier's first deliverable is a sentence for the funder, not an application: Corris is not underserved at household tier — it is inside a live, open club — and a Corris-labelled grant claiming the underserved clause would be the anti-rails targeting wall operating as the treatment predicted: money routed by map-emptiness at the wrong tier. Saying this out loud is the dossier following the treatment's own two-tier lens instead of gaming it.
2. What is honestly askable, at the right tier and by the right owner: a generation-tier ask, filed by Ecodyfi/BDCR for the Dyfi (not "for Corris") — new generation feeding the club's match pool, with the Corris civic roofs and any Dulas micro-hydro among the candidate sites, and repowering the 2003 75kW Vestas (23 years old) as the obvious stake-buying/loan-shaped item [desk — repowering intent unconfirmed, off-desk item 4].
3. Now, costing nothing: Ecodyfi files the GBE EOI for the Dyfi; Corris households join the club without waiting for any window at all. The cheapest move in either valley dossier is a Corris standing order.
4. What this dossier declines to invent: a Corris energy vehicle, a Corris feasibility study, a Corris-labelled application. Each has a standing owner one valley over; inventing a local duplicate to fit a funding clause is supply-led grant-chasing — the failure mode the whole series exists to name.

The off-desk list — what must be gathered on the ground

1. The membership roll (Andy Rowland, machynlleth@energylocal.org.uk): how many Corris households are club members. This decides the dossier — see the objection on the face. If ~zero: why — awareness, smart-meter signal, supplier stickiness, or refusal — recorded verbatim, per the house discipline.
2. The club's headroom: Esgairweddan's output against current membership; how many Corris joiners the match pool absorbs before dilution; whether the club wants a drive or dreads one.
3. Ecodyfi's Corris pipeline: anything already scoped in the village (roof audits, hydro looks, retrofit lists); and whether Ecodyfi will carry the Dyfi EOI.
4. BDCR: share-offer timing and terms; repowering intent for the Vestas; whether the fund's Corris take-up (which of the 11 grants, if any, landed in Corris) matches the eligibility line.
5. The civic roofs: Institute and Canolfan Corris — roof condition, daytime load, ownership cleanliness (free-roof-anchor pre-screens).
6. Smart-meter and signal coverage in the village — the known rural blocker for half-hourly clubs [desk inference; needs a doorstep, not a database].
7. Grid: the Machynlleth-area constraint status on SP Manweb's map; export headroom for any new Dulas-side generation.
